In honour of Black History Month, the Halton Regional Police Service (HRPS) and its Black Internal Support Network are proudly soliciting the community’s help in the design and creation of a Black Heritage Police Cruiser.

Together, the HRPS and these partners envision this dedicated police vehicle featuring key figures and imagery to celebrate the region’s rich history of African and Caribbean culture.

Submit a Design Proposal 

All residents of Halton are encouraged to submit design proposals that highlight the rich history of African and Caribbean culture in the Region of Halton. From contributions to the Underground Railroad, to key figures, and significant historical landmarks, the vehicle wrap could highlight a number of contributions from right here in Halton.

When creating your design, please note that the wrap can extend across the back and sides of the cruiser.  The driver and passenger front windows, as well as windshield, will not be wrapped to maintain visibility.

  • Include a design concept description, supported by visuals and/or photography as needed
  • Contain no political affiliations or offensive language
  • Ideally incorporate black heritage and history from the Region of Halton

ENTRY IN THIS CONTEST CONSTITUTES ACCEPTANCE OF THESE CONTEST RULES. ONLY RESIDENTS OF THE REGIONAL MUNICIPALITY OF HALTON, IN THE PROVINCE OF ONTARIO ARE PERMITTED TO ENTER THIS CONTEST.

1. ELIGIBILITY

To be eligible for the “Contest”, an individual must be a legal resident of The Regional Municipality of Halton at the time of entry. Employees and representatives of the Halton Regional Police Service (HRPS) and their immediate family members, are not eligible to participate in the Contest. In these Official Contest “Rules”, "immediate family" means husband or wife, mother, father (including step parent, mother-in-law, or father-in-law;), brothers, sisters (including step brother/sister and brother/sister-in-law), sons, daughters, (including adopted or step-child), spouse or ex-spouse, grandparent (including step grandparent), legal guardian, son/daughter-in-law, niece/nephew, and aunt/uncle.

2. HOW TO ENTER

The Contest begins at 8:00 AM Eastern Standard Time ("EST") on February 1, 2021 and closes at 4:00 PM EST on February 28, 2021 (the "Entry Period"). All design entries must be submitted via the HRPS website contest submission portal no later than the end of the Entry Period. All design entries become the property of the HRPS.  No design entries that have been submitted will be returned. Illegible, incomplete or  late design entries will be disqualified. No design entries will be accepted by any other means, including but not limited to email.

3. WINNER SELECTION

Upon closing of the contest on February 28 at 4:00 pm, all submission will be reviewed by the HRPS and participating community partners. A winning submission will be picked and the author(s) notified by March 19, 2021. In the event that there is more than one winner chosen, or the design entry has been submitted by a group, the scholarship value will be divided equally among all chosen winners.  All eligible entries received during the Entry Period will be considered. Odds of being selected as the winner of the contest are dependent upon the number of eligible entries received throughout the Entry Period. 

4. SCHOLARSHIP

The Scholarship has a value of $2,500.00. Payment of the Scholarship is conditional upon proof of acceptance to a certificate, diploma, degree or graduate degree program from an accredited Post Secondary Educational Institution. Prior to presentation of the award, the winner(s) may designate another recipient of the Scholarship who meets the aforementioned post-secondary education requirements. The scholarship funds may also be transferred in trust to a Parent/Guardian if a student currently enrolled in high school submitted the chosen design. The HRPS reserves the right, in its sole discretion, to substitute the scholarship for a prize of equal value should all or part of the prize become unavailable for any reason.

5. CONDITIONS OF AWARDING THE SCHOLARSHIP

Before being declared the winning design, the winner(s) will be required to sign a Declaration and Release confirming compliance with the Contest Rules and acceptance of the scholarship as offered, and

(i) releasing the HRPS, The Regional Municipality of Halton and The Regional Municipality of Halton Police Services Board together with all councillors, public officials, elected representatives, employees, servants and agents, from any and all actions, causes of action, contracts, covenants, whether express or implied, claims and demands for damages, indemnity, costs, interest, loss of every nature and kind whatsoever which the winner(s) may now have or may hereafter have against them for any reason of any cause, matter, or thing existing in any way relating to this Contest; and

(ii) granting HRPS, The Regional Municipality of Halton, The Regional Municipality of Halton Police Services Board and its representatives and agents the unrestricted rights, in their collective or individual discretion, to publish without any further compensation the name, picture, portrait, likeness, voice and ideas of that entrant for advertising and promotional purposes.

The Declaration and Release must be returned within five business days of the notification date indicated on the documents or the selected entrant will be disqualified and the scholarship forfeited.

6. ADDITIONAL GENERAL CONDITIONS:

a. Design entries are subject to verification and will be declared invalid if they are illegible, incomplete, mutilated, forged, falsified, altered or tampered with in any way.

7. CONDUCT

By entering this Contest, Entrants agree to be bound by these Contest Rules, which will be posted at the Contest Website (www.haltonpolice.ca) throughout the Contest. Entrants further agree to be bound by the decisions of the judges, which shall be final and binding in all respects. The HRPS reserve the right, in their sole discretion, to disqualify any Entrant it finds to be: (a) violating the Contest Rules; (b) acting in an unsportsmanlike or disruptive manner, or with intent to annoy, abuse, threaten or harass any other person.

8. LIMITATION OF LIABILITY

The HRPS, The Regional Municipality of Halton and The Regional Municipality of Halton Police Services Board assume no responsibility or liability for lost, late, misdirected or incomplete entries, notifications, responses, replies, or any agreement and release documents or for any computer, online, telephone, hardware, software or technical malfunctions that may occur (including but not limited to malfunctions that may affect the transmission or non-transmission of an entry).

The HRPS, The Regional Municipality of Halton and The Regional Municipality of Halton Police Services Board is not responsible for any incorrect or inaccurate information, whether caused by entrants or by any of the equipment or programming associated with or utilized in the Contest or by any technical or human error which may occur in the processing of entries in the Contest. The HRPS, The Regional Municipality of Halton and The Regional Municipality of Halton Police Services Board assume no responsibility for any error, omission, interruption, deletion, defect, delay in operation or transmission, communications line failure, theft or destruction or unauthorized access to, or alteration of, entries.

The HRPS, The Regional Municipality of Halton and The Regional Municipality of Halton Police Services Board is not responsible for any injury or damage to entrants’, or to any, computer related to or resulting from participating or downloading materials in this Contest. If, for any reason, the Contest is not capable of running as planned, including tampering, unauthorized intervention, fraud, technical failures, or any other causes beyond the control of HRPS which corrupt or affect the administration, security, fairness, integrity or proper conduct of this Contest, the HRPS reserves the right at their sole discretion to cancel, terminate, modify or suspend the Contest.

9. PRIVACY

By entering the contest, each entrant agrees to the HRPS's use of the entrant's personal information for the purposes of administering this Contest.

10. LAWS

These are the official Contest Rules. This Contest is subject to all federal, provincial and municipal laws and regulations. These Contest Rules are subject to change without notice in order to comply with any applicable federal, provincial and municipal laws or the policy of any other entity having jurisdiction over the HRPS.

11. TERMINATION

The HRPS reserves the right to amend or terminate all or any portion of this Contest at any time for any reason without prior notice.

Selection of a Winning Design

A selection committee comprised of the HRPS Black Internal Support Network and community partner representatives will select a winning design.

The individual who submits the winning design proposal will be awarded a $2,500 youth scholarship to be used personally or by someone of their designation for post-secondary education. This one-time scholarship is proudly funded by the HRPS and the eight community partners listed above.

The HRPS would like to thank the community in advance for its submissions. The final design and content of the cruiser will be at the discretion of the HRPS, in consultation the submitter and the HRPS Black Internal Support Network.
