The Halton Regional Police Service (HRPS) has launched a new Halton’s Most Wanted program to help locate and arrest our region’s most dangerous offenders.
By splashing the names, faces and cases of the people responsible for committing some of the worst offences in our area, we will expand our public reach, generate investigate leads, and seek to obtain justice for victims and our community.
We have launched this program with two individuals (see details below), and will continue to feature high-priority cases via media releases, social media posts, and our website.
We encourage the public to be on the lookout for these individuals, but to never approach them if seen. Please follow the instructions outlined below on how to report information via the HRPS or Crime Stoppers.
HALTON’S MOST WANTED
Matthew Flannigan
Description: 33 years old, 170 lbs, 5’9”, brown eyes, scruffy beard, long brown hair that is possibly worn in braids, tattoos of a skull on both forearms, and ‘ABG’ on side of neck.
In the early morning hours of Saturday, July 22, 2023, an HRPS officer stopped Flannigan on Plains Road East in Burlington. During the traffic stop, the officer formed grounds to arrest Flannigan under the Controlled Drugs and Substances Act. A violent struggle with Flannigan ensued, resulting in the officer sustaining a broken leg. Flannigan fled the area at a high speed, and to this day remains at large.
In addition to breaking an HRPS police officer’s leg during the traffic stop, Flannigan is wanted for:
- Unauthorized Possession of a Firearm
- Unauthorized Possession of a Prohibited Device
- Possession of a Firearm Contrary to Prohibition Order (2 Counts)
- Possession of a Prohibited Firearm with Ammunition

Raffaele-Giulio Draicchio
Description: 26 years old, 150 lbs, 5’7”, brown eyes, brown hair, thin build.
On February 19 2024, Raffaele-Giulio Draicchio was arrested in Oakville with three other accused parties as part of an auto theft investigation. The group was in possession of two stolen Toyota 4Runners.
At that time, Draicchio was charged with the following:
- Possession of Stolen Property over $5000 (3 counts)
- Possession of Break in Instrument
- Possession of Automobile Master Key
- Possession of Device to Obtain Computer Services
Draicchio was released on bail but failed to appear at his most recent court appearance in May. A Bench Warrant has been issued for his arrest.
