Matthew Flannigan remains at-large at this time. The Halton Regional Police Service (HRPS) has continued this investigation and as a result, Flannigan is also wanted for the following additional offences:
- Unauthorized Possession of a Firearm
- Unauthorized Possession of a Prohibited Device
- Possession of a Firearm Contrary to Prohibition Order (2 counts)
- Possession of Prohibited Firearm with Ammunition
If seen, do not approach Flannigan. Call 9-1-1 immediately.
The HRPS is offering a cash reward for any information leading to the arrest of Matthew Flannigan.

The Halton Regional Police Service has obtained a more recent photo of Matthew Flannigan (attached).
Flannigan is wanted for multiple charges stemming from a traffic stop on July 22 in Burlington. These charges include Assault Peace Officer Cause Bodily Harm and Dangerous Operation.
If seen do not approach Flannigan and contact police immediately.

***ORIGINAL RELEASE (July 24, 2023)***
The Halton Regional Police Service (HRPS) is requesting the public’s assistance in locating 31-year-old Matthew FLANNIGAN (pictured).
FLANNIGAN is described as male, white, 5’9” tall, with brown braided hair. He was operating a blue 2021 Honda CRV with Ontario marker CVFS 405.
In the early morning hours of Saturday, July 22nd, an HRPS officer conducted a traffic stop on Plains Road East in the City of Burlington. During the investigation, the officer formed grounds to arrest FLANNIGAN under the Controlled Drugs and Substances Act. A violent struggle with FLANNIGAN ensued, resulting in the officer sustaining serious but non-life-threatening injuries.
FLANNIGAN fled the area at a high rate of speed. At this time, his whereabouts are unknown.
The officer was transported to hospital and has since been released.
A Warrant 1st Instance has been issued for FLANNIGAN on charges of Possession Schedule 1 Substance for the Purpose of Trafficking, Assault Peace Officer Causing Bodily Harm, Flight from Peace Officer & Dangerous Operation.
